WILLIAM P. MOORE, PHD

Bill Moore, director of research and measurement services, is an educational psychologist with an extensive background in systems development. He currently manages the development and implementation of Measuring What Matters, IRRE’s continuous improvement system as well as IRRE’s research efforts.

Bill has supervised research and evaluation in several urban school systems. At the Kauffman Foundation, he was a senior evaluator for education and youth development. While at Caliber Associates, Bill managed the nation’s first Character/Civic Education Technical Assistance Center for the Department of Education. He has also held faculty positions in research/measurement at the University of Kansas and Auburn University.

A highly regarded speaker, Bill has contributed to the national dialogue about comprehensive school reform at conferences and has published numerous articles. His current interests focus on developing new systems of measurement and knowledge management for district and school leaders to effectively monitor progress toward successful implementation of reform and improved outcomes for students.

Bill holds bachelor’s, master’s and doctoral degrees from the University of Kansas.
